The Higher Education Funding Council for Wales (HEFCW) was established by provisions in the 1992 Higher Education Act, but it is now sponsored by the Welsh Assembly in Cardiff.

In 1993 the council was given responsibility for funding the entire Welsh higher education sector. Using funds allocated by the Welsh Assembly, the council works in supporting education, research and other relevant activities within 12 Welsh institutions, as well as providing money for higher education courses provided by further education colleges.

Under the 1994 Education Act, the council gained additional responsibility for funding the initial stages of teacher training and accreditation within Wales.

HEFCW also acts as an advisory panel to the National Assembly for Wales on a majority of issues concerning the Welsh higher education sector.
